Voter Participation Center and Center for Voter Information to Send Over 2.2 Million Vote-by-Mail Applications in 18 states

In anticipation of November’s midterm elections, the Voter Participation Center (VPC) and Center for Voter Information (CVI) will be sending more than 2.2 million vote-by-mail applications in September to registered voters in 18 states, making it easier for them to participate in elections on their own schedule. 

Since their founding, VPC and CVI have helped over 7.1 million people submit voter registration applications and have mobilized tens of millions more. Their programs focus on communities that are too often left out of the political process—people of color, young people, and unmarried women. These underrepresented communities make up roughly 60% of the voting-eligible population, but almost 72% of unregistered Americans. 

“We know that mail-in voting increases voter turnout and ensures that our government accurately represents its citizens,” said Tom Lopach, President and CEO of the Voter Participation Center and Center for Voter Information, “With increased attacks on this voting method, we are committed to making sure eligible Americans from underrepresented communities can make their voices in 2026 and beyond.”
