Online Voter Registration

Yes, West Virginia has Online Voter Registration. Need DMV #, SSN, and DOB. You can register online here.

Voter ID

Strict = if no identification, voter must take additional measures after Election Day to have ballot counted

Non-strict = if no identification, voter still has option to cast ballot that may be counted without additional measures by voter

 

West Virginia has non-strict, non-photo ID requirements. Here are the approved forms of non-photo ID in the state of West Virginia:

  • Voter registration card
  • Medicare card or Social Security card
  • Birth certificate
  • WV hunting or fishing license
  • WV SNAP ID card
  • WV TANF program ID card
  • WV Medicaid ID card
  • Bank or debit card
  • Utility bill or bank statement issued within six months of the date of the election
  • Health insurance card issued to the voter

OR Acceptable Forms of Photo Identification:

  • WV driver’s license or other WV ID card issued by the DMV
  • Driver’s license issued by another state
  • U.S. passport or passport card
  • Military ID card issued by the U.S.
  • U.S. or WV Government employee ID card
  • Student ID card
  • A concealed carry (pistol/revolver) permit

Vote-By-Mail

West Virginia does not have “no-excuse” vote-by-mail.

Early Voting

West Virginia has in-person early voting. Early Voting begins 13 days prior to Election Day and ends 3 days prior to Election Day. Early Voting takes place at courthouses or annexes as well as additional areas designated by County Election Commission (subject to Secretary of State requirements.)

Automatic Voter Registration (Motor Voter)

West Virginia will have Automatic Voter Registration in 2019. It automatically registers individuals when they apply for or renew a license unless they opt out (“affirmatively declines to become registered to vote or update voter registration”). Legislation requires the Secretary of State to work with the DMV to create the system. Original implementation date was July 2017; contact with SOS office (July 10, 2017) confirmed ETA pushed back to 2019.

Minor Pre-Registration

West Virginia allows voters to pre-register at the age of 17.
